Fast begins (Wednesday Night) Fast begins at Sunset - 7:51pm (Though fast begins at sunset leather shoes are only removed after Shabbat)
Fast ends (Thursday Night) According to Rabbi Tukaccinsky The fast ends no later than 8:21pm
According to Rabbi Moshe Feinstein One who finds fasting difficult may eat at 8:25pm One who does not find fasting difficult should wait until 8:33pm Please consult Rabbi Yonatan for any Halachic questions or information.

Thursday 7:00am Shacharit/Torah Reading/Kinot/Reading of Megillat Echah (Some lay Tefillin and some do not; both customs are welcome)
